Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

陳茂波先生是會計師，他是香港會計師公會前任會長。

在加入政府前，陳先生曾擔任多項公職，包括立法會議員及法律援助服務局主席。

陳先生於2012年7月至2017年1月出任發展局局長，並自2017年出任財政司司長至今。

Ms Catherine K. C. LEUNG is Co-Founder and Partner of MizMaa Ventures. MizMaa Ventures, founded in early 2016, specialises in early stage investments in verticals where Israel has an unfair competitive advantages, namely in Cloud Computing, AI, Cybersecurity, Mobility, Fintech and Digital Health. MizMaa’s partners has years of VC, investing and operating experience and differentiates itself in providing go-to-market advice and c suite access for top Israeli entrepreneurs in both the Asian and Western markets. MizMaa was voted as among the top 2 most active venture funds in Israeli in 2018 with three exits to date. She is currently on the board of Aurora Labs, Orca.ai, Allegro.ai, Varada and Replix.

Prior to MizMaa Ventures, Catherine was an investment banker for twenty years and last served as Vice Chairman of Asia Investment Banking at JP Morgan where she led with a focus for Greater China. Under her leadership, JP Morgan was named Best Investment Bank in Hong Kong for eight consecutive years. She was named Top 20 Women in Finance by Finance Asia in 2011. Prior to JP Morgan, Catherine worked as a management consultant at Oliver Wyman & Co in US and London from 1990 to 1994. She graduated from the Wharton School of The University Of Pennsylvania, summa cum laude, with majors in Finance and Accounting.

Catherine is currently a member of the Penn Wharton Entrepreneurship Board, member of the Wharton Asia Executive Board and the Penn Asia Leadership Committee. She is also a member of the Hong Kong Arts Development Council Trust Fund. She also serves as Court Member and Business School Advisory Council Member of the Hong Kong University of Science and Technology where was she recipient of the Honorary Fellowship Award in 2018.

Diana Cesar is Executive Director and Chief Executive of Hang Seng Bank Limited, Chairman and Non-executive Director of Hang Seng Bank (China) Limited, Chairman of Hang Seng Insurance Company Limited and Chairman of the Hang Seng Index Advisory Committee of Hang Seng Indexes Company Limited. She is also General Manager of the HSBC Group.

Prior to joining Hang Seng Bank, Ms Cesar was Chief Executive of HSBC Hong Kong. She was responsible for steering the business to achieve its strategic objectives by managing client relationships and business partnerships, coordinating with the government and regulatory bodies, and improving employee well-being. She was a member of the Executive Committee for The Hongkong and Shanghai Banking Corporation Limited.

During a wide-ranging career with HSBC, Ms Cesar held leadership roles in marketing, credit cards, consumer loans and mortgages. She was Head of Retail Banking and Wealth Management in Hong Kong and Regional Head of Distribution Strategy and Consumer Propositions for Asia Pacific. Earlier in her career at HSBC, she was seconded to Taiwan as Head of Credit Cards and successfully turned the business around.

Prior to joining HSBC, Ms Cesar worked in Canada and Hong Kong for other global financial institutions, including Citibank and American Express.

在加入恒生銀行前，施女士曾擔任香港滙豐的行政總裁。她透過客戶管理及建立夥伴合作關係，並與政府及監管機構協調，推動滙豐的業務發展以達致其策略目標，同時改善僱員福祉。她亦曾為香港上海滙豐銀行有限公司執行委員會成員。

施女士於滙豐集團內擁有豐富經驗，曾在市場推廣、信用卡、消 費貸款和按揭等業務部門出任要職，並曾擔任香港零售銀行及財富管理業務主管及亞太區分銷策略及客戶提案主管。此前，施女士曾被借調至台灣，出任信用卡部門主管，期內成功將該項業務轉虧為盈。

Mr Anthony Cheung specializes in Green & Sustainable Investment, ESG Investing and Climate Governance in Asia. Anthony is the Managing Director, Head of ESG at Polymer Capital Management and he has served various asset management roles in London, Singapore and Hong Kong including Gartmore, Pictet and BNP Paribas. Mr. Cheung is a Visiting Fellow of Sustainability & Capital Markets at University of Hamburg. He was the first in Asia who attained the Certified ESG Analyst (CESGA®) designation and was awarded Regional ESG Leader Award by Insights and Mandate (I&M) in 2019.

Mr. Cheung actively advocates sustainability governance best practice. He currently serves as Supervisory Board member of the World Benchmarking Alliance (WBA), and Steering Committee member of the World Economic Forum Climate Governance Initiative (CGI) Hong Kong. With his deep ESG expertise, coupled with his experience serving in various industry positions and board directorships, Mr. Cheung works closely with financial industry and asset owners to promote ESG best practices and initiatives in Asia.

張振宇先生擁有多年資產管理經驗，曾於多家國際金融機構(包括英國Gartmore投資管理、瑞士百達資產管理及法國巴黎銀行)任職，在環境、社會及公司管治(ESG)和可持續投資方面擁有豐富經驗。

Mr. HEUNG Hon-wing, Frank is a seasoned commercial banker with over 30 years’ experience in various local and foreign financial institutions, who is currently Head of Structured Finance, Commercial Real Estate & Corporate Advisory at Hang Seng Bank. Frank is the bank’s representative of the Hong Kong Green Finance Association and Asia Pacific Loan Market Association. He is also a regular speaker for various industry events.

In line with the bank’s aspiration to become a leading entity to drive ESG in the banking industry, Frank assiduously leads sustainable financing initiatives, and continues to develop new sustainable products and integrating sustainability into banking decisions.

Frank holds a Bachelor of Social Science degree in Economics and Management Studies from the University of Hong Kong and is a Chartered Financial Analyst(CFA)Charterholder. Prior to joining Hang Seng Bank, he has been working in managing banking relationships with corporates across different sectors including manufacturing, retail, construction, property development and investment. With his extensive experience in the financial sector, Frank has taken up various management positions at Hang Seng Bank before taking up his current position in 2016.

香漢榮先生，現任恒生銀行結構融資、商業房地產及企業顧問業務主管，於銀行界擁有逾30年經驗，此前曾於多間本地及國際金融機構工作。香先生於香港綠色金融協會及亞太區貸款市場公會擔任銀行代表，亦積極參與業界交流活動。

Prof. Simon S.M. Ho is President of The Hang Seng University of Hong Kong. He is a certified public accountant in the UK, Australia and Canada. Previously, he was Vice Rector (Academic Affairs) of the University of Macau (UM), Dean of the School of Business of the Hong Kong Baptist University (HKBU), and Director of the School of Accountancy of The Chinese University of Hong Kong (CUHK). Currently he is Chairman of the Citizen Advisory Committee on Community Relations of the Independent Commission Against Corruption (ICAC) of Hong Kong. He is Editor of the Asian Journal of Business Ethics (by Springer).

He developed and taught the first university master’s course on corporate governance in Hong Kong at CUHK in 1993. In 2004, he developed and launched the world’s first MSc Programme in Corporate Governance. In 2005, he co-founded the biennial ‘World Business Ethics Forum’ organised jointly by HKBU and UM. In 2007, he was the key person in developing the Hong Kong Corporate Governance Excellence Awards, organised jointly by CHKLC and HKBU. In recognition of his contribution to corporate governance and stakeholder model, he was awarded the Faculty Pioneer Award by the Aspen Institute, USA (being described as the Oscar of the business school world by the Financial Times). He was elected as one of the 100 Most Influential People in Business Ethics by Ethisphere.

Global Climate Lead for Infrastructure, International Finance Corporation

Over the past 20 years, Katherine has built her career across the worlds of investment, social impact, and sustainability with a strong focus on emerging markets.

As the Global Climate Lead for IFC Infrastructure, Katherine drives IFC Infrastructure’s climate business across sectors, regions and products in a cross-cutting manner through strategic integration, thematic engagement, business innovation, knowledge management, and organizational leadership. She also represents IFC Infrastructure vis-à-vis various internal and external counterparts in the climate space. Over the past two years, she has played a key role in steering IFC Infrastructure to markedly ramp up its Climate Finance, boost its climate investment and advisory service offerings, and align its operation with Paris Agreement goals.

Prior to her current role, she led investment teams at IFC and originated, structured, and managed various climate and sustainability investments in energy, transport, utilities and technology sectors across Asia & the Pacific, Eastern Europe, and Central Asia. During 2017-18, she joined a one-year program with IFC’s Credit and Investment Risks Department, in which she supported investment committees on decision-making and coached deal teams on risk assessment and structuring of equity and debt investments in manufacturing, agriculture, retail, and financial services sectors in Africa, Latin America and the Middle East.

Prior to joining IFC, she worked with Merrill Lynch’s Global M&A Team in Hong Kong, and with McKinsey & Company in Asia and the US. During her time at McKinsey, she advised financial institutions and corporations on their corporate, organization and financial strategies; and also served as a Nonprofit Practice Fellow to advise leading foundations and social sector organizations in the US on their strategy and organizational designs. She has additional experience through her work at UNDP, IDG Ventures Vietnam and Ashoka Mexico during her graduate study.

Katherine holds an MBA from Harvard Business School; an MPA in International Development (MPA/ID) from Harvard University’s Kennedy School of Government; and Bachelor’s degrees from Yonsei University in South Korea.

Prior to joining Chinachem, he has been with HKJC, Swire Pacific, KCRC and sustainability consultancies. He is a director of HKIQEP, past Chairman of CIWEM HK & former director of HKGBC & HKBEC. Samuel is an engineer by training with bachelor and master degrees from The University of Hong Kong and a master degree of environmental engineering from ENTPE, France, MBA degree from the Chinese University Hong Kong and a degree of laws from the University of London.

Ms. Lee is Director of the Corporate Finance Division in the SFC, mainly responsible for corporate regulatory and listing-related policy matters. She participates in the Division's work on the IOSCO Sustainability Task Force Corporate Reporting Workstream and the adoption of climate-related disclosures for listed issuers in Hong Kong. Previously held positions in an international audit firm and investment banks, she has extensive regulatory experience in the corporate finance field.

Mr. Paul Malam is the Head of Listing Policy and Secretariat Services at Hong Kong Exchanges and Clearing Limited (“HKEX”). Prior to joining HKEX in 2006, Paul worked for the London Stock Exchange's Listing Division and subsequently the Markets Division of the UK Financial Services Authority (now Financial Conduct Authority) on policy initiatives and monitoring issuers' compliance with UK Listing Rule continuing obligations. At HKEX, Paul developed and implemented several listing reforms prior to the launch of Specialist Technology Company regime, including the 2018 Listing Reforms (Chapters 8A, 18A and 19C) and the SPAC listing regime.

Currently, he leads the Post's coverage on climate change, environment, social, governance (ESG), energy transition, green finance, carbon markets and sustainability topics. Eric has a Master of Business Administration degree from McGill University and Bachelor of Commerce degree from University of British Columbia in Canada. Eric has won business news writing awards hosted by the Newspaper Society of Hong Kong, Citi and the Consumer Council in 2002, 2010, 2011, 2021 and 2022.

Dr. Siu is currently a Responsible Officer of China Enterprise Securities Co., Ltd. and also serves as an INED of UnitasHoldings (8020), a Senior Advisor of King Stone Energy Group Limited (663) and AEC Environment Limited (8320).

In the past 30 years, he has served as the management and board of directors of many listed companies. He needs to formulate ESG and internal monitoring strategies for listed companies. As the General Manager of Technology & Innovation, Ben manages and drives New World Development's open innovation platform and proptech strategy that empowers technology startups to co-create within the group's ecosystem of culture, creativity, and innovation. In addition, Ben oversees early-stage investments and venture build exercises.

Ben launched Impact Kommons, the first UN SDG accelerator in APAC focused on accelerating impact with purpose-driven startups, and the GBA Accelerator, a supply chain, logistics, and robotics startup accelerator designed to help companies scale across the Greater Bay Area.

Prior to Eureka Nova, Ben founded Startup Launchpad, now Asia's largest I.o.T. startup trade event. He has helped startups raise more than $2 million on Kickstarter and Indiegogo. He is an angel investor and regularly mentors in startup support programs. Ben graduated from Dickinson College in Carlisle, Pennsylvania, and holds a Masters in Business Administration from the Chinese University of Hong Kong.

Mr. Wong Stacey Martin, is the Chief Operating and Risk Officer of Quam Plus International Financial Limited. Mr. Wong has over 30 years of investment banking experience. Prior to joining Quam Plus International Financial Limited, Mr. Wong was the Chief Operating Officer and a director of CMBC International Holdings Limited since February 2013. Mr. Wong was the Head of Investment Banking of Piper Jaffray Asia Limited and also headed Bear Stearns Asia Limited's corporate finance team, worked as the Head of BNP Paribas Peregrine Capital Limited's infrastructure and public utility corporate finance team, and spent ten years with Peregrine Capital Limited. Mr. Wong is a member of the General Committee of CHKLC and the chairperson of its ESG Affairs sub-committee. Mr. Wong holds a Bachelor of Arts degree and a Master of Arts degree from the University of Cambridge, the United Kingdom.

Before joining Wisdommotor, Felix was a General Partner of Sheng Ye (6069. H.K.), responsible for the Group's financing and treasury management and looking after relationships with more than 90 financial institutions across Mainland China, Hong Kong, Singapore, and Taiwan. Prior to Sheng Ye, Felix was Treasurer & deputy General manager of Finance at Fosun Tourism Group(1992.HK), Treasury Management Executive Director at Fosun International Limited(0656.HK) focused on coordinating the Group's budgeting, reporting and capital deployment process, overseeing subsidiaries in China, Hong Kong, France and the U.K.

Felix started his banking career at National Australia Bank based in Melbourne and received a Master of Applied Finance from Monash University.

Mr Yan is an industry leader with more than 38 years of experience in the innovation and technology industry. As the CEO of Cyberport, Mr Yan leads the digital technology flagship focusing on talent cultivation, industry development, and the integration of new and traditional economies. Prior to joining Cyberport, Mr Yan was the Executive Director and CEO of SUNeVision. Mr Yan had also held various senior management positions in large consulting and IT services companies including Accenture, Tradelink and Computer and Technologies.

Mr Yan is active in public services. He is a member of the Election Committee (the Technology and Innovation Subsector) and serves on the Council of the City University and the Hong Kong Metropolitan University. Mr Yan is also a member of HKSAR Northern Metropolis Advisory Committee, a member of the Human Capital Committee of the Financial Services Development Council, a member of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and various industry or professional organisations in the I&T sector. He is an Adjunct Professor at the Chinese University of Hong Kong, and an Adjunct Associate Professor at the University of Hong Kong.

Mr Yan holds a BBA Degree from CUHK and was conferred the Honoree of the Year by the CUHK Chapter of Beta Gamma Sigma in 2020. Mr Yan is a Distinguished Fellow of the Hong Kong Computer Society and had received Executive Education from the Harvard Business School.

Dr. Xing Zhang is the Climate Head and Senior Climate Policy Specialist at the Asian Infrastructure Investment Bank (AIIB). He leads the Climate team in providing strategy, policy and operation support for AIIB in promoting Green Infrastructure financing and delivering its Climate ambitions together with its public and private sector partners. His team is also responsible for developing the Bank’s approaches in ESG and Biodiversity in view of the inherent links of these issues with climate change. He used to work in the International Finance Corporation of the World Bank Group (IFC) in promoting climate finance in the private sectors, including for example deepening Asian green bond and green loan markets through product innovation and standard setting. Prior to IFC, he worked for the UN Climate Secretariat (UNFCCC) in forging international climate governance and collaborations, specifically on the agendas of market-based mechanism.

張星博士是亞洲基礎設施投資銀行(亞投行)的氣候團隊負責人及高級氣候政策專家。他帶領氣候團隊為亞投行就相關領域提供戰略、政策及執行多層次的支持，助力亞投行與其公共及私有部門的夥伴一起推動、踐行綠色基礎設施的投融資，以確保實現亞投行就應對氣候危機做出的一系列相關承諾。同時，鑒於ESG和生物多樣性議題跟氣候變化的內生聯系，他的團隊同時負責開發、確定亞投行在ESG和生物多樣性領域所採取的路徑及方式。在加入亞投行之前，他在世界銀行集團的國際金融公司工作，主要推動氣候投融資在私有部門的發展，比如通過開發綠色債券和綠色信貸產品或者推動綠色標準等途徑深化、活躍亞洲綠色金融市場。IFC之前，他任職於聯合國氣候變化秘書處，主要推動國際氣候治理及合作的達成，特別就關於市場機制議的議題深耕多年。
